Shenzhen plans to implement reform policies for public rental housing, housing-type housing and housing for people, and to provide housing and home purchase discounts for low-income people, Shenzhen residents and talents.
According to the “Shenzhen City Talent Housing Construction and Management Measures (Draft for Comment)” (referred to as “the Talent Housing Measures”), the talent housing can be rented and sold, the building area is mainly less than 90 square meters, and the price is the same as the market price of commercial housing in the same area. The price is about 60%.
The main conditions for applying for lease are: all kinds of talents with Shenzhen household registration or holding a valid residence permit and paying social security in a deep and normal manner, without own housing, not transferred within 3 years or split their own housing due to divorce, and have not enjoyed the purchase of housing policy.
The main conditions for applying for purchase are: all kinds of talents with Shenzhen household registration and deep payment of social security for 10 years, no self-owned housing, no transfer within 5 years or split their own housing due to divorce, and have not enjoyed the preferential purchase policy.
In terms of the new policy of public rental housing, Shenzhen also plans to provide public rental housing for eligible middle-lower and low-income residents in Shenzhen. The rent is about 30% of the same type of market rent in the same region.
In order to protect the development of local talents in Shenzhen, Shenzhen also plans to introduce a residential housing project, and applicants who meet the social security requirements in Shenzhen for 10 years can lease or purchase about 50% of the commercial housing rent and price in the same type of market.
Previously, over 60 cities have released the latest news on the introduction of talents, including employment subsidies, as well as housing subsidies and other related policies, attracting the attention of local talents.
As of the time of writing, the three management methods for talent housing, public rental housing and housing-type commercial housing are still in the consultation stage, soliciting opinions from all walks of life.
In August 2018, the Shenzhen Municipal Government proposed that Shenzhen will raise 1.7 million sets of housing by 2035, including 1 million public rental housing, housing-type housing and talent housing.
