On November 29, the Ministry of Human Resources and Social Security and the National Medical Insurance Bureau promulgated the Interim Measures for Hong Kong, Macau, and Taiwanese Residents to Participate in Social Insurance in the Mainland. From January 1, 2020, Hong Kong, Macao, and Taiwan residents who work, live and study in the Mainland will have social security cards. Like Mainland residents, they have the legal right to participate in social insurance and enjoy social insurance benefits.

The interim measures stipulate that Hong Kong, Macao, and Taiwan residents who are lawfully registered or registered in the Mainland according to law, such as enterprises, institutions, social organizations, and individual economic organizations with employees (hereinafter collectively referred to as “employees”), shall participate in accordance with the law. The basic old-age insurance for employees, basic medical insurance for employees, work-related injury insurance, unemployment insurance and maternity insurance shall be paid by the employer and the individual in accordance with regulations.

Residents of Hong Kong, Macao and Taiwan who engage in self-employed business in the Mainland according to law can participate in employee basic endowment insurance and employee basic medical insurance in accordance with the relevant provisions of the registered place; You can participate in the basic old-age insurance for employees and basic medical insurance for employees in accordance with the relevant regulations of the place of residence.

Non-employed Hong Kong, Macao and Taiwan residents who live in the Mainland and apply for residence permits for Hong Kong, Macao and Taiwan residents can participate in the basic endowment insurance for urban and rural residents and basic medical insurance for urban and rural residents in accordance with the regulations in the place of residence.

University students from Hong Kong, Macao and Taiwan studying in the Mainland implement the same medical insurance policies as those from the Mainland (Mainland) and participate in basic medical insurance for urban and rural residents where higher education institutions are located.

At present, Hong Kong, Macao and Taiwan personnel can apply for social security cards in Shenzhen and other places.
